60.51 - Rehabilitation Facilities

Preamble: This policy was implemented July 1, 2011 to encourage and support sustainability efforts at the University.

A. Definitions.

A-1. Rehabilitation Facilities: Nonprofit corporations or public agencies serving people with disabilities or disadvantaged people.

A-2. State Correctional Industries: Correctional Industries teaches job-keeping skills to offenders through meaningful work experience. For purposes of this policy, State Correctional Industries are considered to be Rehabilitation Facilities. Preference is given to Idaho Correctional Industries operated as a critical inmate program within the Idaho Department of Correction.

B. Policy. Products which are manufactured by, or services which are provided by, Rehabilitation Facilities may be procured without advertising or a request for competitive solicitations,(see APM 60.13),[ed. 2-12]

1) they are offered for sale at the fair market price as determined by the Director of Contracts and Purchasing Services, and

2) they meet the specific requirement for such products.

C. Process/Procedure. Contract requests and requisitions should be directed to Contracts and Purchasing Services.

D. Contact Information. Assistance in obtaining design, scope definition, suitable product or implementation of this policy can be obtained from Contracts and Purchasing Services, Purchasing Services.
